Running Updates to the Forum

Ok. So with the forum dead and all, I've decided to work on the aesthetics and the other insides of it. When I finish, we shall begin bringing new people to the forum.

Changelog:
Infraction meter changed to an infraction value.
News feed at the top (with the welcome to the forum stuff on it) is on homepage only.
Recent topics contain only 10 rather than 20 topics.
News feed on the right is homepage only, and only has the latest 3 posts.
News feed on the right moved to the left with Recent Topics
Forum sidebars removed for convinience, they have been moved to the Portal.
Portal is now homepage.
Chatbox moved to the bottom of the forum, and added to Portal.
Custom username colors removed. I may put them back in a different form.
Changed Moderators group color. This is to avoid confusion between Global Moderators and Basic Moderators.
Gave the forum a more official title "PlayStation 4 Forum"
